Where P is some known/unknown process to be controlled by using controller C of type PID comprising of (SP,PV,OP). E is error of (SP-PV) to be reduced to its minimum value. The controller C manipulates OP in accordance with its tuning to reduce E near to its minimum value.  If C is tuned "perfectly" then E will be close to being equal to minimum value, otherwise E can vary considerably. Higher Variance of E causes P to operate inefficiently. Thus, in order to achieve E near to its minimum value would require that C should be tuned perfectly commensurate with P.
